How about Ed, the artist in "January Man?" I've always liked any character he's played - good or bad - although I usually squirm over his bad guys. That's why my vote is for Ed.

You forgot the Metatron from Dogma!
What? No Sheriff of Nottingham? Hans Gruber is a fantastic villain though.
Since I'm a SASS member I'm compelled to say Elliot Marston from Quigley Down Under.
He makes a great Snape but was just classic in Die Hard - "earning 11%"
How about answering machine on Family Guy?

+1 for the Sheriff of Nottingham
"Because it will hurt more!"
+1 for Metatron
Also great in Michael Collins (1996) as Eamon de Valera
Gotta go with Nottingham. "...And cancel Christmas!"
Alan Rickman is also really great in "Truly, Madly Deeply..." which is a pretty solid romantic (dark) comedy. Great date movie, actually.
