ISP Rankings for Speed with Netflix Streaming

According to Netflix over 30 million member stream over a billion hours of Netflix each month. The following table comes from Netflix and ranks ISP for speed when streaming Netflix content. Does your experience match the data?

Is it just me or does it seem like these speeds are governed by Netflix not the ISP? 2.55 Mbps on Google Fiber is a tiny fraction of the available bandwidth. With my cable ISP (not listed above) I have 30 Mbps down...according to this chart my Netflix performance would probably fall somewhere around 2 Mbps or about 7% of my available downstream bandwidth.
